Alanya Technology Development Center

A Technology Development Center (TEKMER) is a facility that provides entrepreneurs and companies with services such as business development, access to finance, management, consulting, mentoring, office space and access to networks during the pre-incubation, incubation and post-incubation stages.

These stages are as follows:

• Pre-incubation: services provided individually or in groups to entrepreneurs who have not yet established a company, for training, consulting, mentoring, validation of project ideas and business development,
• Incubation: training, technical consulting, mentoring, coaching, access to networks, finding investors, workspace, shared-use space, machinery and software services, promotional services and accelerator programs offered to develop entrepreneurs or companies and to commercialize their projects or business ideas,
• Post-incubation: market strategy development, management, growth strategy, fundraising and network access services offered to companies that have completed or are about to complete the incubation stage, as well as experience sharing, mentoring, coaching, funding and similar services and accelerator programs that these companies offer to those in the pre-incubation or incubation stage.

After you apply, our Executive Committee reviews the projects in detail. Entrepreneur candidates and companies found successful by the committee are invited to an interview, and those selected are entitled to join the relevant program and use all the facilities offered.

According to the KOSGEB (Small and Medium Enterprises Development Organization of Türkiye) İŞGEM/TEKMER Support Program Implementation Principles, TEKMER serves entrepreneurs and companies that have a technology- and innovation-focused business idea or project involving R&D and/or product, process or service innovation.

Both entrepreneurs who have not yet established a company and existing companies can apply. Space at TEKMER may also be allocated to owners of R&D and innovation projects that have qualified for KOSGEB support.

The Implementation Principles list the TEKMER themes as energy, renewable energy, aviation, defense, pharmaceuticals, medical devices, medical technologies, biotechnology, nanotechnology, genetics, robotics, machinery, electrical engineering, electronics, chemistry, information and communication technologies, software, digitalization, artificial intelligence and similar fields.

What matters is that the project involves R&D or innovation.

According to the Implementation Principles, space at TEKMER is allocated to an entrepreneur or company for the duration of their R&D or innovation business idea or project. In other words, the length of your stay depends on the duration of your project.

There is no time limit for anchor companies that are given space at TEKMER to support the entrepreneurs there.

Strategic decisions, such as the admission and graduation of entrepreneurs and companies, are made by the TEKMER Executive Committee, which has at least three members. The relevant KOSGEB director is an ex officio member of the committee, and the committee meets at least twice a year.

At Alanya TEKMER, applications are received online. After the preliminary review and the business idea evaluation, the Executive Committee makes its decision.

Under Law No. 5746 on Supporting Research, Development and Design Activities, technology center companies at TEKMER can benefit from the following incentives:

• R&D deduction: All R&D and innovation expenses can be deducted from corporate or commercial income.
• Income tax withholding incentive: 95% of the income tax on the wages of R&D and support staff is waived for those with a doctorate, 90% for those with a master's degree and 80% for others.
• Social security premium support: Half of the employer's share of the social security premium is covered by the Treasury.
• Stamp duty exemption: Documents related to R&D activities are exempt from stamp duty.

Yes. According to the implementing regulation of Law No. 5746, the number of full-time equivalent support staff benefiting from the income tax withholding incentive and social security premium support cannot exceed 10% of the total number of full-time equivalent R&D staff.

Public employees cannot benefit from these incentives. The incentive is applied in proportion to the share of total working time that the employee spends on R&D activities.

According to the implementing regulation of Law No. 5746, technology center companies apply in writing to the Provincial Social Security Directorate or Social Security Center they are registered with, using a document obtained from the TEKMER management, in order to benefit from employer social security premium support.

Technoparks are established under Law No. 4691 on Technology Development Zones and are operated by a management company in areas approved by the Ministry of Industry and Technology.

TEKMER, on the other hand, is a Technology Development Center that KOSGEB has granted the right to use the TEKMER name, and it operates under the KOSGEB İŞGEM/TEKMER Support Program. According to the Implementation Principles, the physical facility of a TEKMER should, as a rule, not be located within the boundaries of a Technology Development Zone.

It is a KOSGEB program for establishing and operating Business Development Centers (İŞGEM) and Technology Development Centers that provide pre-incubation, incubation and post-incubation services to entrepreneurs and companies.

Program support is given to the operating organization that runs the TEKMER. It covers furniture and equipment, shared-use machinery, equipment and software, personnel costs, and training, consulting, organization and promotion costs. The program runs for 5 years, and the support rate is 75%.
