Personal Data Protection Notice

This notice is issued under Article 10 of the Personal Data Protection Law No. 6698 (KVKK, the "Law") and the Communiqué on the Procedures and Principles to Be Followed in Fulfilling the Obligation to Inform. It explains how personal data is processed through the alanyatekmer.com website, the portal.alanyatekmer.com application and management portal, and the Alanya TEKMER mobile app (together, the "Services").
1. Data Controller
Your personal data is processed by ALANYA TEKNOLOJİ GELİŞTİRME MERKEZİ A.Ş. ("Alanya TEKMER" or the "Company") as data controller. The Company was established on October 15, 2024 with project support from Alanya Alaaddin Keykubat University and KOSGEB (Small and Medium Enterprises Development Organization of Türkiye), and is the operating organization of the Alanya Technology Development Center (TEKMER) under the KOSGEB İŞGEM/TEKMER Support Program.

2. Personal Data Processed and Data Subject Groups

We do not request special categories of personal data. ID card images are kept only for identity verification and as required by the support program; they are not processed for biometric identification. If you need to upload a document that shows religion or blood type, such as an old-style identity booklet, please cover those fields before uploading. Special category data sent without being covered is not used for any purpose.
3. Purposes of Processing
- Receiving TEKMER applications, reviewing them in the Preliminary Review Committee, the Business Idea and Investment Committee and the Executive Committee, and notifying the results,
- Entering into and performing contracts with companies admitted to TEKMER; office allocation, rent accrual, invoicing, collection and reconciliation,
- Reporting company, personnel and project information to KOSGEB under the İŞGEM/TEKMER Support Program rules, preparing monthly reports and keeping records available for audits,
- Verifying the identity of companies and employees through document checks and keeping records accurate,
- Creating portal and mobile app accounts, authentication, sending verification codes and keeping accounts secure,
- Handling meeting room reservations, support requests, announcements and notifications,
- Responding to requests sent through the contact form,
- Information security, preventing misuse and automated attacks, and keeping access and activity records,
- Establishing, exercising and defending legal rights, and providing information to authorized bodies,
- If you consent, producing statistics on website use.
4. Legal Grounds
Your personal data is processed on the following grounds under Article 5 of the Law:
- Explicitly provided for by law and compliance with a legal obligation (Art. 5(2)(a) and (ç)): reporting to KOSGEB under the İŞGEM/TEKMER Support Program rules, invoice, collection and rent records required by tax and commercial law, responding to requests from authorized bodies.
- Establishment or performance of a contract (Art. 5(2)(c)): review of the application, the TEKMER contract and rent relationship, the portal account, reservation and support services.
- Establishment, exercise or protection of a right (Art. 5(2)(e)): keeping the declaration of accuracy, committee decisions, contract and payment records.
- Legitimate interest (Art. 5(2)(f)): information security, access and activity records, preventing misuse, responding to contact form requests, obtaining employee information from the company under the support program.
- Explicit consent (Art. 5(1)): only for non-essential statistics cookies. You may withdraw your consent at any time; withdrawal does not affect the lawfulness of earlier processing.
5. How We Collect Personal Data
Personal data is collected directly from you through forms, the application wizard and document upload areas on the website, portal and mobile app, and by email and phone; employee information is provided by an authorized officer of the employing company; bank transaction data comes from account statements received from banks; security and usage data is collected automatically through cookies and server logs.
6. Transfers of Personal Data
For the purposes above and in line with Article 8 of the Law, your personal data may be transferred to:
- KOSGEB: information on TEKMER companies, their employees and projects (company name, Tax ID Number or Turkish ID Number, SGK Workplace Registration Number, name of the authorized officer; employee identity, education, employment start and end data; project and project team information) is reported electronically to the KOSGEB TEKMER system as required by the İŞGEM/TEKMER Support Program.
- Authorized public institutions and judicial authorities: when requested within their legal powers.
- Auditors, financial advisors and legal counsel: to the extent required for statutory audits and legal proceedings.
- Service providers: providers of server hosting, file storage, email delivery, SMS delivery, mobile notifications, content delivery and security verification, and our software development and maintenance provider; only as needed to provide the service and under confidentiality obligations.
Documents are encrypted in transit and at rest; Turkish ID Numbers are additionally stored encrypted in the database.
7. Retention
Personal data is kept for as long as the purpose of processing requires and the applicable legislation provides. Accordingly:
- Application, contract, rent, invoice and payment records: after the relationship ends, for the periods set by tax and commercial law and the general limitation period (as a rule, 10 years),
- Records reported to KOSGEB and kept under the support program: for the period set by the support program rules,
- Incomplete application drafts: until you or the Company deletes them; contact us to have a draft deleted,
- Contact form messages: 2 years after the request is closed,
- Access, security and activity records: for as long as needed for information security and legal obligations.
When the period ends, the data is deleted, destroyed or anonymized under the Regulation on the Deletion, Destruction or Anonymization of Personal Data.
8. Your Rights Under Article 11 of the Law
By applying to the data controller, you have the right to:
- Learn whether your personal data is processed,
- Request information if it has been processed,
- Learn the purpose of processing and whether data is used in line with that purpose,
- Know the third parties in Türkiye or abroad to whom data is transferred,
- Request correction of incomplete or inaccurate data,
- Request deletion or destruction of data under the conditions in Article 7 of the Law,
- Request that correction, deletion and destruction be notified to third parties to whom data was transferred,
- Object to a result against you arising exclusively from analysis by automated systems,
- Claim compensation for damage caused by unlawful processing.
9. How to Apply
Under the Communiqué on the Procedures and Principles of Application to the Data Controller, you may send your request, including information that identifies you (full name, Turkish ID Number or, for foreign nationals, nationality and passport number, address for notices, email and phone) and the subject of your request:
- As a signed letter, in person or through a notary, to Kestel Mah. Üniversite Cad. No: 86/3 Alanya / Antalya, Türkiye,
- Signed with a secure electronic signature or mobile signature, to [email protected],
- From the email address you previously provided to us and that is registered in our system, to [email protected].
Your request is concluded free of charge as soon as possible and within 30 days at the latest, depending on its nature. If the process involves an additional cost, a fee may be charged according to the tariff set by the Personal Data Protection Board. If your request is rejected, you find the answer insufficient, or no answer is given in time, you may file a complaint with the Personal Data Protection Board under Article 14 of the Law.
